While you can't actually lighten the color without bleaching (don't even think about it), it is probably best to try and work with what you have. If your lips are dark in pigment I assume the rest of your complexion is dark as well. For darker skin tones you want to stick to medium to deep berry colors and earth tones. Try a sheer color gloss for day and for evening you may want to try a soft metallic lipstick (think bronze, copper, burnished gold) with a hint of gloss. With both I would highly recommend purchasing a lip liner in a coordinating color. For those times when you want to forgo any color please, please at least use a moisturizing lip balm...nothing worse than a pair of ashy lips!!!

Your lips are dark because there is a lot of blood in them. Some people don't have as much, so their lips are lighter. Try using clear lipgloss, dark color is good, but use the clear lipgloss to make the dullness go away.
Good luck!
