same reason why salt (or sugar) sprinkled on an icy path makes it thaw. All the junk in the ice lolly breaks up the weak bipolar interactions between the water molecules - which decreases its melting point (ie increases its freezing point.)

ice lollies would have a lower freeze point than water. Nitrogen for instance freezes at minus 180 or so, far lower than water!

Could it be that you've got a crappy freezer? The sugar etc in your fruit or concentrates will need a lower temperature to freeze solidly, so try turning your freezer temperature to a lower setting if you can.
