It actually depends your girlfriend characteristics. Personally, I feel that Botanic Garden is one of the most ideal area as there is a corner which is really romantic but you have to spend time to walk there. Other than that Fort Canning park or Mount Faber also can. It will be the most romatic if you could propose in your home having candlelit dinner.
