They call in the plows prior to too much snow is on the ground. Now they have the treatment for the roads so it takes a while before the snow actually sticks to the roads. Most plow drivers also have 4 wheel drive.
Besides, it's not the snow that gets ya. It's the ice!

Volkswagen Beetle...like in the old comercials.
If you've never seen it, the VW "snowplow" commercial is a classic. A man gets in his Volkswagen and drives off through deep snow into a blizzard. At the end, we see where he's driving: the garage where the county snowplows are parked. The voice-over then asks, "Have you ever wondered how the man who drives a snowplow ... drives to the snowplow? This one drives a Volkswagen. So you can stop wondering."
This commercial was in the 50s or 60s.

Most drivers have a 4X4 to travel to work in the winter time
If not they usually go to work when it first starts snowing,by the time they get the trucks ready for plowing(Check oil,Water etc)
The snow has fallen enough so that they need to plow ASAP

if youre talking about city and state workers they know it may snow and are called in to work before it happens to get their trucks ready warmed up, filled with salt and maintained so they can plow when its time. as for private businesses the trucks already have the plows on them but they usually come out after the city plows do their jobs.

Some of them keep there plows at home, others drive their cars to work, leave them there and drive the snow plow while others get picked up from their coworkers.

Drive an Audi, Subaru or other AWD/4WD vehicle. I have had several all-wheel drive Audis and Subarus, as well as 4WD trucks and they go through the snow quite well. The Audis were particularly good.

In the arctic, they use dog sleighs. In some places, they use all terrain 4WD's--it depends. The same way you make sure that you get to work, they improvise. Believe it or not, the need to work comes with creativity attached.
