It takes a lot of energy to break the bond between hydrogen and oxygen. This is the energy you get back when you burn the hydrogen fuel.
One easy way to break up the bond is to dip two electrodes in water and you will get oxygen at the negative electrode end hydrogen at the positive electrode.

If somebody claims to be able to turn water into hydrogen fuel, without spending energy, I say that person is a liar or a fool.

No. But there is a group of individuals in Florida who remove both the hydrogen and oxygen from the water, then compress it, and use it for combustion in their cars. It would be an easy task if you can invent a substance or device, that acts as a catalyst when you insert it in the water, to release the bonds to emit both hydrogen and oxygen. Then you can compress the gas to form combustion in piston powered cars.

No but I've heard of people who use sugar water for fuel
