Fronts or rears???? If it the fronts, it depends on if they are unjointed and just hanging there. If they are joined, which usually they are...you leave them alone. Most breeds have them on the front. They are usually only removed from breeds that are having tails docked.
If they are on the rear legs, they are more likely to be unjointed and hanging there. In that case they should be removed. It is usually not too expensive since they really are just snipping them off and suturing them closed. If there is jointing involved, it can be much more complicated.
The vet would need to give you an estimate.

Depends on the vet. I found one that will do our 50 lb dog for about $50. You just have to call around because the prices can vary greatly with different vets.

You'll have to call a vet. Prices depend on your location and vary from vet to vet. Also another factor is weight. When calling for a price quote, you should know the exact weight of your dog.

Depends on the age and if they have to heavily sedate the dog or not.

bad idea. Just trim them or if you run your dog enough, they will wear down on their own.
