Peeing is a form of communication with other dogs. They sniff to see who was there and then they mark to say"I was here" to the next dog. Marking terretory is another thing they do around the perimiter of their space.

Dogs are territorial, they recognize others from their 'pack' or find familiar ground. It is just as much of a communication thing as it is urinating. Often a male dog will relieve themselves in several places to stake their turf.
