You should never use both hands to hold up the skirt of your dress. In Civil War and Victorian times, that was considered vulgar. Instead, use just one hand on the side of the skirt, gathering the excess material together.

You should walk normally in a dress like this, unless, of course, your normal walk is a lumbering gait. You should walk in a graceful manner.

When sitting, grasp the hoop ring that is just under your rear with both hands and pull it in toward your body. This will allow you to sit without the front of the dress going up in the air.

Move slowly, kicking the front of the skirt slightly at each step. The front must be lifted slightly going upstairs and downstairs. If it is a hoop, you must sit perched on the end of an armless chair, sitting upright and tilting forward slightly. If no hoop, it can be swept to one side of your body and draped over your arm if you need to move through mud or over rough pavement or you try to dance in it.
Good luck!

That looks like a hoop skirt. Take small steps rolling your hips slightly when you walk. Use your hands to control the skirt. Going up stairs hold the front of the skirt up with your hands. Sitting, keep your back straight and your hands in your lap.

Hold the front up at all times. When walking, kick out the front to move the hem before stepping.
