I'm trying to find out what my fiesta should be doing to the gallon as it appears to me that it si not doing what it should do

Combined is 41mpg. Urban it should be getting around 35-36mpg. Obviously this depends on a number of factors; age of the engine, driving style, fuel used, climate, but 35mpg is a good urban mpg approximation.

my fiesta also seems to be doing not enough miles to the gallon.
It also drinks oil.

should be in your handbook that goes with the car.just ring your local dealer and ask them.besides it wont do what it did from new
