If January is the only time you can get off work, then come on in spite of the weather. However, if you have a choice, then save you money and come in May, September or October.
It is a little cheaper in January, but for a good reason. The weather is very unpredictable here. You can have snow or 40 degrees and rain. You can also have beautiful sunny but cold days.
Since I live in NYC, my view is that NYC is better in January than Arkansas is on any day. LOL
There are few really dangerous neighborhoods in Manhattan anymore. Maybe you want to avoid Harlem at night if you are white, but just because you may feel like you stick out like a sore thumb and mark yourself as a tourist.

I've lived in NYC for 25+ years. The best time to visit NYC is March - June or Sept - December. Very cold in January and December may be as well but you have the beauty of all the Holiday decorations everywhere.
Here are some ideas of what you can do. First, get a good tour map. Then I recommend you take the BIG APPLE double decker tour bus for an overview of the city. There are several different neighborhoods so I'll highlight these and what to see:
Upper East Side: Metropolitan Museum of Art, Guggenheim, Whitney Museum. Walk up and down Madison Avenue for awesome shops and boutiques 96th - 57th st. Walk Park Avenue for architecture all the way to Grand Central Terminal and see the treasures located within. Walk along 5th Avenue to see/go in and out of Central Park - go for a run, go to the Central Park Zoo, go to the Carousel, go for a gondola ride at the boat house.
UPPER WEST SIDE:
Museum of Natural History -a must! on Central Park West,
Walk along Columbus Avenue. Visit the West side of Central Park and pay respects to John Lennon's Strawberry Fields.
MIDTOWN:
Shopping - 57th St (Chanel and the gang), Fifth Avenue - must see Henri Bendel, Bergdorf Goodman, Saks and FAO Schwartz - many other fun stores.
St. Patrick's Cathedral
Museum of Modern Art
Sony Bldg
Rockefeller Center
Go west to awesome new Time Warner center and visit the new Mandarin Hotel bar/restaurant for awesome view and treats!
Oh, Bloomingdale's is on 59th St and Lexington.
Empire State Bldg.
The Intrepid Aircraft Museum is fascinating and on the West side...worth the visit even if you have no kids.
CHELSEA:
Walk around the blooming area sprouting awesome restaurants and shops. Chelsea Pier is fun.
WALL ST:
Pay respects to the 9/11 victims and heroes at the WTC site., Walk Wall St., visit the Chase Hdqtrs, Federal Reserve. Seaport area is great to see.
THE VILLAGE:
Funky shops in the West Village. Walk through the NYU Washington Square Park. The East Village has some shops from new artists and designers
SOHO:
Great galleries and shops on n off West Broadway. Walk thru to Little Italy for awesome meals and desserts...walk through Chinatown. CANAL STREET has stall after stall of Designer "copies"...bring cash and bargain and watch your purse!
These should put an awesome smile on your face. Bring your camera and takes lots of photos to remember your trip. You'll have a blast! OH...BUY this weekly magazine: TIMEOUT NEW YORK on any newstand to see what's going on each week/day. :)

End of January is better than the beginning. EVERYONE comes here for New Years and it's expensive. The end of January and early Feb. are totally dead! But that's good for a tourist I think, because you won't have to fight any crowds and you'll be bound to get some good deals.
Malls! Please, we don't have malls, but we have excellent shopping areas! 5th Avenue is really up-scale shopping as is Madison Avenue. 34th Street has pretty much all of the stores you'd see in a mall, but ALL of them, all on one street, and there is Macy's (the largest deptartment store in the world). 42nd Street has all of the Disney stores and Times Square has other various shopping, but it's EXPENSIVE. Then walking from 34th down broadway or 6th Avenue is little Korea with all of the wholesale stores and REALLY cheap items. Chinatown will have a lot of this as well... all the knock-off designer stuff.
There's also really nice shopping to be done in SoHo, all of the little boutiques and galleries.
A good cheap grill type of place? Well, I could recommend a few on 3rd Ave. between 35th and 33rd. This place is nice... it's casual, but sort of expensive, but the best I'd say. The Wollensky Grill. It's a part of Smith and Wollensky's Steakhouse, but it's the casual grill area... but I'd say it's totally worth it. You have to get the Hash Browns though. Then you can walk west from there and see the UN from Tudor City (part of Manhattan on a hill that overlooks the UN).
Benihana on 56th off of 6th is good for a Japanese style grill experience where they cook in front of you.

first off, i live in new york city so trust me, january is a bad month to come here unless you like freezing your tail off. May is gorgeous not to hot. Summer is very very humid....My suggestion: may or september, october. Not any cheaper than any other time of year. best malls? manhattan doesn't have any but queens has a nice one and long island there are many. Restaurants?...too many to name. hotels? try the W hotel in Times square. Neighborhoods more dangerous? Bed Stuy in Brooklyn, South Bronx, but as a tourist you wouldn't find yourself there anyway.

New York is beuitiful iun the Winter. New York Pizza is really good just like their bagels. Like they dont have any other good pizza or bagels in other states. Personally I like Long Island Pizza. In NYC I like to shop at all the little stores. But they shops around the Big toys R us store are pretty good. If you have on a coat then you could probably walk from store to store unless your hotel is far away. I suggest any hotel because they are all pretty nice. If you like shows dont forget BROADWAY.
