First of all, you must define what is a terrrorist group or should I say define who are the terrorists. Do you take militant groups that fight for nationalism as terrorist such as the IRA? Next there is also the issue of the techniques used when a militant group in their fight for nationalism. eg. guerilla techniques means terrorist as compared to those who waged conventional warfare..?
Tamil Tigers terrorists or does the North Vietnamese Army during the Vietnam WAR qualify as terrorist?
