Since your dogs are older it is hard to teach them something new. But if you take them on trails were not many people or other animals are then you can let them go. let them walk beside you and if they began to run off, call them back to you, maybe hit them on the nose to let them know that they were bad. Then hold on to them and keep walking for a couple of seconds until they get the idea. If you do it for about a half a hour to a hour a day then they should catch on after a while. Hope it works out

The "best" way is keep them on a leash. If leashed they can not run into traffic or frighten someone scared of dogs or run up on another animal that is not so friendly or eat something poison or get caught in a trap or.......well surely you get the picture.

As far as I know, if you reside in any type of populated area, you are subject to leash laws, unless you can prove your dogs are "hand trained". Hand trained means your dogs immediately respond to your hand signals to control them. I do not know how you can "hand train" or certify your dogs are "hand trained". Perhaps if you research further on the web you can find info or books on how to "hand train" your dogs, or find a professional dog trainer. But you may still want to consult with your local animal control dept. to find out their regulations, even after you have trained your dogs. Good luck to you. I hate keeping my dogs on a leash, when they obey me at an instant's notice, but try telling that to animal control. So, do your research and training if you can, but make sure it is 100% reliable, otherwise your pet might very run off or be harmed if they are not properly TRAINED to obey when off a leash.
