A proper, child-size guitar. Not one of those plastic toy ones, a proper wooden one with nylon strings from a music store. He will need help with it now, but it's best to get them started early. And it's a toy that will encourage his motor skills, and satisfy his pleasure in noises, and will last him for many years to come. I think it's nice to buy things that challenge kids and that are quality, things that will last for ages.

If he lived with me, a savings bond for college and a children's picture book.
If he did not live with me, a toy that made lots of loud and aggravating noises, that he would like and his parent hate!!!

a fluffy plush puppy will teach him to take care of toys and, eventually, the responsibility of caring for a pet, (not a real one at first) at the same time as fullfilling a need for some companion of attachment that is even smaller than himself

You should go http://store.babycenter.com/product/toys/by_age/6_12month/4320;jsessionid=PZMXS0DMSXIEQCUAQMMSJBQ?adcode=STO%3ATOY%3ADC4%3AP2%3APIP
They have many toys for infants and up. You might want to check it out and see if you can buy some leapfrog toys at the store near you.
At least it will give you somewhat of an Idea.

A pop-up tent. Babies love to have space redefined around them, such as the lower, domed ceiling of a pop-up tent.
