Sounds like your taking about an Emeter. Its a tool used by scientologists, a primitive lie detector. It is used to determine your emotional response to questions. From it they can determine your engrams or emotional "issues". Then they can desensitize you to these engrams and make you a clear, not a queer thats another can of worms.
Unless you are a celebrity the process is very slow and expensive.
That how they get the MONEY BABY YEAH!
