Never heard of "right or wrong is my country". I'm not even sure what it means, let alone if it is any kind of excuse.

Do you mean "My country, right or wrong?" That means that you support your country no matter what is does. If so, then no, it is not an excuse. Every country does things wrong, and when it does you should work to change it.

The problem is that some people might see things differently than you do.
