Well, there is usually a birth record of people born in the US and if you're born here, then you're a citizen.
Being homeless and being an illegal alien and not the same thing. Many illegal aliens rent or own homes.

If Hollywood71 is correct that 80% of our Homeless are veterans - that is a terrible disgace for the USA. Another answer was that the Homeless have no ID - if 80% are veterans - how is that? They must have ID.
I think Homeless Veterans are the responsibility of the Federal Government and they should step up to the plate.

they can distinguish btween them by checking their passports. a norlml residence who is homeless has a passport of that country or atleast a visa. illegal people dont.
