when someone says im hangin up on you?

on the phone and does, is it that hes saying im breaking up with you?
(and he or she is upset about you but not like p*ssed off to the death.)
im not a english native speaker, so sometimes i have a problem
in understanding.

That would all depend on the conversation before hand. It might just mean he's mad and doesn't want to talk.
