You're thinking about yourself and not about the girl.
Here she is, new in school, and would like to make friends. So be a friend! Then when you talk to her you'll find out what kind of things she likes to do, so you can say "Hey, you want to do that together Saturday?"

Ask her out, you'd be suprised to find out she may like you as well, I myself am very shy and at 27 I have had trouble telling girls how I feel. I met a girl I really liked but never had the courage to ask her out. After several people told me too, on here and in the real world I did, and guess what she said yes! The trick that worked for me because I'm shy and don't care to experience rejection I kept it casual. I said hey I'm going (surfing) would you like to come? That way if she says no you don't feel rejected, heck you where just inviting someone new to go with you to do something you were going to do anyway! If that works you can keep it casual for a few dates, that way you'll have a chance to figure out if you'd really like to go out with her or not. And if she has a good time with you she'll be much more likely to go out with you when you ask to make it offical! So good luck and don't wait to long, I regret not having more courage earlier on, but I'm glad I met the girl I have now!

start small talk with her. let her know u exist. keep building on that then one day when u belive that she feels comfortable then ask her out. this shouldn't take more than 2 months. don't spend all year on this. i pasted up many girls when i was in high school, & when i look back i have a lot of regrets.please don't put this off. do yourself a favor & just go for it.

find out her tastes and start sending her things (flowers, candy, other stuff she might like) as a secret admirer. then let her "accidentally" find out it was you, and *then* ask her out.
***************
EDIT:
ok, i just posted, and then I read this entire page... and almost *everyone* else has a way better answer than mine.... hahahaha! so follow somebody's advice from this page. you can't lose, cuz they're almost ALL right! :D esp. that girl who said "you're thinknig about yourself and not about the girl..."
anyway, life IS short. so whatever you decide to do, make sure you do it, and don't just wonder "how," 'til someone else asks her out instead. good luck!

You sound pretty desperate.
Isn't school over...
Anyways, I'll help you out!
Ask her trivial questions and find out what you share in common... then talk, congregate, amalagate...
If she is of the same status in school, talk about your classes
Be open and responsive
Be a listen, girls LOVE that
Be trusting, prompt, and caring
Don't move into a relationship too fast, it takes time...
LASTLY: SHOW YOUR TRUE SELF, DUDE!
Hope this helps! =0

Just go up and start talking to her ... about ANYTHING. JUST DO IT! Otherwise, you'll end up middle-aged and alone answering questions on Yahoo! Answers.
