In California, there IS a minimum age. At 16 or 17 you can have a car titled in your name alone, as long as you have a drivers license. At 18 or older, you can have a car titled in your name without a drivers license.
You can be on the title, along with someone else, younger than 16, but not by yourself.

You must be of legal age to enter into a contract, and unless you are handed the title by a family member (which I personally would not do with a minor) I am not so sure that you could buy a license plate for it without a parents name too.
Each state may see things differently however and allow it,

There's no minimum age. I've seen cars retitled in the name of a minor child, during nasty divorce settlements.

I don't think there's a restriction on car ownership; merely on the age at which you can operate one. Check your local DMV to be sure, though.
