Others already said it... But Yahoo allows you to call other phones... but I beleive it charges you to call a PHONE, not sure.
Skpe is also another program that allows you to call people either on their phone or on their computer...
Both are like instant messaging ... they have that option, but you can also use audio. Skype is good, even for international calls.
