First, you must know what you are look for? Just using it for words process and simple database & excel files. OR Gaming and surfing internet / Graphic?
If your choice is just using it for words process and simple database .Then you may grab one of the best that your Office can offer that is Dell OptiPlex GX200 (733mhz) with 128mb of memory. And a 20GB HDD.( probably Pentium III )
You will need to upgrade you RAM ( Memory ) to 512mb ( OPTIONAL ) 256mb will do.
Instead of going for Win2000. Upgrade it Win98 Second Edition. It’s quite stable. You will also need office 97. This will be economical.
OKAY! You're on business.

You can buy legitimate win 2000 on amazon.com for about $100. That's the easiest. Try finding something on ebay too. Also, take a look at your specs because you may not be able to run it if your machine came with win 95. How much did you pay for this PC, you should not have paid more than $40 if it is old enough to come with win 95.

upgrade in terms of what? software or hardware?
well i was thinking both and upgrading is cheaper than buying a new
computer, but if you have a win95 computer most parts of it are
obsolete upgrading to win2k or higher means more RAM, Processor power, dedicated video board and it's like you're
basically buying a new computer. why is that? check this out:

win95 pc has:
Pentium or Pentium2 w/ MMX @ 200Mhz
32Mb of RAM, you'd be lucky if it has 64 or 128mb
2gb HDD
2mb video card

win2000 SP1 would run on:

133Mhz processor ;
- painfully slow, you might want to get a faster one, getting a
faster one means getting a new motherboard.

64Mb RAM :
- win2k will run on 64mb but you're gonna need other programs like MS Office and it'll require more than that. if you're motherboard has a SDRAM slot, it wouldn't be a problem however it only supports up to 3 or 4 slots

2gb hdd:
win2k will fill up almost 2gb of space and you're gonna want to install programs and save files so you'll need more, programs nowadays are more demanding and they're gonna need more space.

2mb or 4mb dedicated video:
if you'll run basic office applications it would be okay but even the internet now has complex graphics and 3d rendering via flash or any other software, u'll probably need more.

when you have a computer, its because you want to do things and get things done fast, you're not gonna want to wait for your computer to load up forever, even if your get a good deal on an old computer the price to pay when upgrading is almost buying a new computer. hope you'll understand this cuz in the future u'll end up having lots of problem with that old computer, it really is better to buy a new one.

Windows 95!!!! are you real? First you had better check if the spec of a PC running '95 is good enough to run 2000. If it is, get a copy of 2000, format the hard drive and start from scratch

win 2000 most likely wont run on your win 95 pc. so if you must try to iinstall it, id suggest buying a copy off of ebay or from a fleamarket. definitley try to spend spend as little as possible... i.e. $5.00 or less.

Have you considered Ubuntu linux? It's free to download and install and will most likely meet your needs.
