Congratulations! buy a card and even a bottle of champagne to help celebrate! You congratulate someone when ANYTHING good happens in their lives. Be it..... . . becoming pregnant (only if they are happy about it!), a job promotion, buying a house, getting married, etc etc etc.

"Congratulations" is appropriate at the announcement of an engagement as well as at a wedding. Depending on how well you know the person who just informed you that s/he is getting married, you can embellish with "That's awesome!" or "How great! When's the wedding?" or "Oh, no! When do you leave the country?"
