Congratulations! buy a card and even a bottle of champagne to help celebrate! You congratulate someone when ANYTHING good happens in their lives. Be it..... . . becoming pregnant (only if they are happy about it!), a job promotion, buying a house, getting married, etc etc etc.

Congratulations would be sufficient enough. If they are a close friend or family then u could send a card. Its really up to u.

Congratulations. When is the wedding? You can say congratulations at the wedding too.

"Congratulations" is appropriate at the announcement of an engagement as well as at a wedding. Depending on how well you know the person who just informed you that s/he is getting married, you can embellish with "That's awesome!" or "How great! When's the wedding?" or "Oh, no! When do you leave the country?"
