The phrase was originally "you're as crooked as a $3 bill". Obviously, a $3 bill doesn't exist, so if someone was to produce one it would be an obvious forgery and therefore crooked.
It has been adapted since the 1950's to indicate homosexuality, although the actual meaning of the sentence is somewhat lost when phrased the way you phrased it.
