Once your negative is ruined or wrongly exposed, it is very hard to save it. Since the orange hue is covering 1/3 of your photo chances are it won't look completely normal even with retouching. There are many things I can do in photoshop to correct this but I would have to look at it to see how bad it is. Can you see any image underneath the orange? The negative is shot... there is no doubt about that. However, you can still get a decent print using the image. Take it to a local photographer (a digital one) and they have photoretouchers that can fix the image for you, for a price.
Or anyone with enough knowledge in Photoshop can correct the image itself.

You can't save it as a color print, but you could if you went with a fine grain black and white paper like Agfa.

Probably not unless you scan the picture and Photoshop it. Any harm to a neg will kill your picture.
