Since everyone around knows it and noone does anything its because the man is blind and thay feel sorry for him. You are going to need proof that he beats the dog. Get pictures of it. Go around the neighborhood talk to people that own dogs get their support and band together it could be easier to get something done. Alot of people reporting this someone is going to realize there is a problem and something needs to be done. Call the newspaper better yet write a story on it as a concerned citizen and someone that cares for the wellfare of the dog. Freedom of Speech. Put it out there for the people of your town let them know that just because he is blind it doesnt give him a right to hurt that dog like that. Hang in there and dont give up this dog has a Gaurdian Angel

Nicholas has a point. Mr. Rogers (of the Neighborhood) said that "if you knew everyone's story, you would love them."
What makes the man beat his dog? Does he realize that his dog is afraid of him and just doesn't understand what he is doing wrong? By nature, dogs want to please their owners but if the owner doesn't know how to communicate their expectations, then the dog is doomed to make mistakes and anger their owners.
If the animal control officer is aware of the behavior, they are likely doing all they can do. They just can't do much. In most states, dogs are considered to be property without rights, meaning owners can treat them however they like. In fact, most animal related laws state only that owners are required to provide adequate shelter (this is loosely defined), accessible food and water and that dogs have to be leashed when in public an up to date with rabies shots. Sometimes they require annual licensing and that the dog has the tags on it's collar when in public. That's it. Rarely does the law require pet owners to so much as be kind to their pets.
The best you can do is to encourage your neighbors to report any and every instance of abuse that they witness. You should do the same. In some counties, local animal control divisions are allowed to seize the animal after receiving an excessive number of valid complaints on a particular situation.
In the meantime, check out your local animal realted ordinances and contact your local representatives if you feel the laws fall short of protecting companion animals. Our legislators are the ones that can make changes, but often will only do so if they know their constituents are calling for such changes.
I know this must be heartbreaking for you. I'm sorry there isn't better news. Maybe there will be some good-hearted dogknapper come along and the dog will disappear. But then you will always wonder what became of him. And, if caught the good-hearted one is the one that will be punished for breaking the law. Such a shame.

I don't know where you live but you need to report this man-call and ask to s[peak with a supervisor-guide dogs for the blind are highly trained and its expensive to do that. You can also call up the association of blind people and tell them and perhaps they'll feel outraged and they will act on it. The important thing is that you don't give up but every time that you know he is beating the dog you need to call right away and not wait for the animal control people need to have evidence right away like bruises on the dog-If you wait then the bruises heal and the animal control has no evidence and in order to fine the man or worse they need evidence-people telling will not hold up in court. Animal control if they have evidence will have him go to court in front of a judge like when people commit a crime-and evidence is necessary. Or if you see him doing hit take a picture-for a picture speaks a 1000 words. I'm glad that you care.

If Animal Control won't listen, call the cops. And if the cops don't listen, call your local news station...often times, more people would be aware and it's a shame that most things get done after the local news airs it. I hope the dog is in no further danger when SOMETHING does get done about it. Normally, after the news airs it, many people out there(or maybe even yourself) would want to adopt the dog(faster than any other animal in the pound).

I don't know, maybe they are being nice to the man because he is blind? My friend's Mom called on a dog once who was neglected and they took the dog away. Maybe the man needs a dog and has to have one?

omg! well, sneak up on the guy and steal his walking stick. then kick him and drag him into the forest and beat him and say something like "you think your dog likes this??" and then spin him around in circles and tell him to find his way home.
and take the dog and tell him that hell will freeze over before that dog goes back with a sick b*stard like him.

because he is blind and they probably feel if they take away the dog it will be doing something mean to a disabled person and that isn't "politically correct" and thats all we seem to care about anymore
