The 'chasing' is happening in the mind because of the perception of duality. What if the tail and the dog merge ? Where is the two for one to chase the other ?
Suppose there is a life size stone model of a dog (well done , and looks life-like-real), appearing about to pounce at somebody, and you take a small child ( I choose a small child because we can agree that the child is honest, intelligent, alert, impartial, and not a pre-judged mind) , very close to this stone model. The first impression is the child is scared to approach. You have to take a lot of trouble and efforts, to convince that it is a mere stone model , and not the real thing !
Well, it is just the other way round in spirituality. The 'seen' thing covers up the unseen so well, that it takes a lot to perceive the ultimate truth which is subtle, and yet all pervading !

Who fed you that line? God is perfect, period. Perfection is not neccesarily God or even god-like. According to the bible, man was, at the very beginning, perfect. And he was neither God nor divine.

I'll go a step further and say: "God is perfect LOVE"...
now think about what that means.

our goal isn't to reach perfection...It's to follow Christ; He knows we'll stumble, mess up, fall short ~~~ but It's the EFFORT that counts.

God loves us so much, that while we were still sinners Jesus came and died for us....

How's that for PERFECT love??
