Samoyed
Even though they are poor guard dogs, they are very friendly to children and other dogs. Very playful, but stubborn. However, they are very energetic and athletic.
Males typically weigh 20-32.5 kg (44-65 lb), while females typically weigh 17-25 kg (37-55 lb).

I have a small indoor dog who is nice to EVERYONE who we know, yet bark at strangers. He's about 7 pounds and nearly full grown. I love him to death. He is a Chihuahua/terrier mix, and he snuggles and plays all the time!
Here's a pic:

Get a mix. I have a big dog, but he's a mix, and he does just that. He is really sweet.
If u live somewhere in CA
try www.furryfriendsrescue.org
I volunteer there and their dogs are small and really friendly.

Chihuahua or Yorkie (:
I like yorkies. My auntie has a yorkie and she barks everytime theres a stranger or someone walking near their apartment door, protective! And she is very sweet once you get to know her, easy to train too!
hope you find a perfect pup :D

Pit bull, they don't get TOO big, and are naturally verry sweet.
Or you could get a beagle, smallish, but they can pack a punch if they meet a stranger.
(You pretty much can't go wrong with a lab, they do get kinda big, but they are gentle, smart, and loyal)

The smallest breed of beagle, would be ideal; no grooming bills, they are very smart and can be trained easily.
