Do your best to understand him and be there for him. He isn't going to stop having sex because you told him to. Buy him protection and leave it in his sock drawer or somewhere like that. If you let him speak openely to you with out lecturing he may also listen to what you have to say. Remember teens are all about rebeling...don't nag him cause it won't work.

Sorry about that it is heart breaking i found out that my son had sex at 15 i almost killed h im. but i had to remember that i was once that age too and i was not educated so that is what i did then after that i did not give him the opportunity until he earned his freedom back by showing me that he could think with common sense. good luck

If you tell him he can't then that will just make him want to do it more. If he wants to have sex he will find a way to do it. Just inform him of all the responsibilities that come from having sex. STDs, pregnancy, etc. And insist that he uses protection. If you can't stop him from having sex at least help him do it safely.

look up boys and girls club online...(boysandgirlsclub.com? i am not sure,,, google it to make sure). they have awesome advice for parents. they also have a hotline that u can call. i also called the local area chapter just to make sure i had all my bases covered.
