It's a turn off for the guys that are looking for a serious relationship. It's a turn on for the guys that are just looking around to bag someone, but as soon as they figure out they are being teased, they hate them.
Teasing is best left for a serious relationship to get both your motors running before jumping in the sack and acting out :)

Just know the difference between being a tease and not having sex. Not having sex or waiting to have sex is good. Pretending that you are going to and then not doing it is bad.
