yet he will not tell me were he lives nor give me his address,and if i ask him over the phone about were he lives, he'll change the subject and tell me he'll call me back , and won't call till the next day, also every time i call him during the day his cell phone is off, and he always call while he is at work on third shift, someone please tell me what is wrong with this picture, because he approached me not i him

Sounds like he is playing games. If you can't call his house then someone else must be there that he dose not want answering the phone and hearing your voice. or maybe he was talking in a joking manner and never expected you to be interested. I don't know but the point is, he's probably not someone you need to be trying to get with.
