There are multiple routes to do this. There are many services that will do this for you, for a fee. Some states have databases you can search, but those only apply to crimes commited in that state.
You could ask the police, but you better have a damn good reason for wanting the information or you'll get nothing.
Are you an employer? There are companies that will charge you monthly for unlimited background checks. If it's just a one shot deal, it'll be cheaper. You can google "Background Check" to see all the options for these services.

It depends where you're living, but without a reason beyond doubt, they probably won't tell you. Plus, the websites might not be accurate.

For what state, all states have a ccap i think
CCAP = Consolidated Court Automation Programs (CCAP)
