I use Kilz primer for anything "fake". I never sand the "fake" stuff because it gives me a questionable finish. I don't use the oil base. After you prime, spray spray spray. If this primer can get latex paint to stick to old fake paneling, it will work for your fake wood. Don't buy the cheap spray paint. The delivery from the cans are questionable and this will lend you your largest set of problems. I prefer to roll also.

They have all sorts of nifty spray paint now adays. I bet the kind that adheres to the plastic yard chairs would work just as well for the tower. There is also sprays that cover rust and metals. Wal Mart has a pretty decent selection, but not many colors.

IT'S BEEN MY EXPERIENCE THAT SPRAY PAINT WORKS ON ABOUT EVERYTHING AND DOESN'T COST A FORTUNE. SPRAY PAINT WOULD BE FAST BUT, DEPENDING ON THE FINISH OF YOUR SHELF, IT WILL SHOW EVERY LITTLE BLEMISH. LATEX WOULD WORK, TOO, WITH A ROLLER OR BRUSH AND THE ROUGHNESS WOULDN'T BE SO OBVIOUS IF THAT WOULD BE A PROBLEM.

I did to mine. It was a tower shelf as well. Use the best quality of spray paint so it won't chip or slide off the "wood".

Yes you can, I bought an entertainment center at a yard sell. Was ugly, pressed wood. I sanded it lightly and used a paint brush with black Latex paint. It is beautiful now
Good Luck

Perhaps. Depends on the finish. Take a shelf in to the paint shop and get an opinion from them.
