You will harm your skin if you soak your finger in bleach. Try soaking your finger in peroxide. Peroxide is good for infections. There is a product you could buy for nail infections at the store although I've never used one. If the infection does not go away very soon, then please see a doctor before it gets worse.

Depends on the nail infection. If its the skin under and around the nail, might be better to use Neosporin, along with soaking in Hydrogen Peroxide, which is more gentle.

A problem with chlorine is that it reacts with organic material to form trihalomethanes like chloroform, which is a well known carcinogen. The benefit of using chlorine to kill the germs in drinking water far outweighs any risk from the tiny trace of chloroform in treated drinking water. However, the use of bleach in industrial processes such as paper bleaching, with its attendant production of organochlorine-persistent organic pollutants (including dioxins), does not have any such clear benefit.
Chlorine is a respiratory irritant. It also attacks mucus membranes and burns the skin. As little as 3.5 ppm can be detected as an odor, and 1000 ppm is likely to be fatal after a few deep breaths. Exposure to chlorine should not exceed 0.5 ppm (8-hour time-weighted average - 40 hour week).
Another hazard is the formation of dangerous chlorine gas when bleach comes into contact with ammonia.

Bleach is a very strong chemical and shouldn't be touched by bear human hands. If this is done it can and will eat a good amount of skin off of the hands/fingers and so on. Bleach is way to powerful for that type of use.

if the bleach was diluted down (say one part bleach, 20 parts water), it would minimize the irritation to the skin and still be an effective at killing mold/bacteria/fungus, etc...but I still wouldn't recommend it - you could have a very bad reaction that would far outweigh the nail fungus. Call or head to the doc to get treatment (or see if you do need treatment).

soaking your finger in bleach will not hurt you..
but it will not kill a nail infection or treat it in any way..
if anything, it might burn..
you will need to see a doc and get a prescription anti fungal...

I don't think it would hurt you if it was a short period of time and there were no open sores. But they make medications for that and it is always safer to see a Dr. and if you can't afford it go to your local health dept. Good luck:-)
