Hitting on you is a no-no. Tell him to stop and tell him that if he continues to hit on you, you're going to inform your parents. Then do it.

You don't want to live the Springer lifestyle or you would not be on here asking how to make it stop.
The first thing to try is to continually refer to him as your big brother... even going so far as to forget his name and just call him brother, it sounds funny to say, but it constantly reinforces how you feel about him and removes any hint of invitation to feel differently about you.
If that doesn't seem to do the trick, tell him flat out, "I don't want you. I don't like you that way. The idea of being with my new brother is disgusting to me." Telling him the very idea of such a thing is disgusting is about as clear as it gets.
To make it stop, you may have to actually tell someone if he isn't stopping on his own.
Talk to your natural parent, not his, at first, and get this straightened out now before it gets worse and more convoluted.

two ways, before he hits on you start up a tape recorder (hidden), record the encounter then play it to him while your parents are in the room. or -
in front of your parents, tell him straight not to bother you , unless you want him to that is. your parents will get the idea and he will too. he'll be so embarrased he'll say that your making it up and he doesnt fancy you at all. his reasosn dont matter, what does is that youve done something about it.
whichever way it goes, its important to do someting about it before it goes too far.

Inform him, in front of his parent, that if he was the last man on earth you would become lesbian. That should get a laugh from his parent, alert them as to what he's been doing, and give him the message that you are NOT interested all in one easy action.

We'll technically your not blood related so if you did anything it would be ok. However, if you really don't want him, just tell him to quit hitting on you because your step brother and sister.

don't flirt back. he'll get the idea. you might not want to confront him about it at first. what may happen is that he will deny it and offend you for thinking that.
and second , are you sure he is hitting on you? be sure before you do or say anything.

kick him where it hurts no wait better idea blackmail him find some thing on him that he wouldn't want your parents to know and threaten to tell them if he keeps on at you if that fails go back to the first idea
