if i understand your question correctly, there is no single best year
wine is basically an agricultural product, and agriculture (thus wine too) is subject to the vagaries of weather (and location) from year to year
and even when a given year may produce crap wine in one part of the world, the same year may have the completely opposite result in another part of the world

Your question is difficult to understand. Are you asking what the best year of wine is? You question is kind of like asking what the best year of cars is. Sure, a 66 vette could be worth alot of money and it's a fun car, but a 66 junked Plymouth isn't worth anything.
There are certain years in certain regions that are better than others, but age does not guarantee a good wine. A 1975 Beringer White Zin will still taste like crap. A 1975 Chateau Rothschild could taste like crap if it's been stored at room temperature and standing up. A 2000 Barolo could taste better than an earlier vintage because of the awesome growing conditions of that year. I mean, I've had some 1987-88 wines that were AMAZING and some that were not remotely drinkable. It all depends on the wine, the maker, the region, and how it was stored.
If you have an older vintage bottle of wine laying around, try doing an internet search for it. You may find it on a restaurant list someplace, so cut that price in half, and you'll have some sort of idea of how rare/good/in demand it is. This can tell you alot about the quality of the wine.

Find a wine guide that rates vintages. Different years are better for different regions as well as for different types of wine. Wine experts publish vintage guides every year.

i think that everyone has their own opinions about wine brands, years, kind, etc. my favorite is 1972 arnoux... pinot noir
