The two most underpaid professions are cops and teachers. Pay them more and hopefully they'll feel less need to steal to break even.

You also need to do ethics training and not hire people who don't have good references and a good attitude.

Stronger enforcement of the laws would also help. It's hard to keep shoveling trash when you know that the trash bag will just dump it back out on the street.

Clearly stated laws, public support for the enforcement of laws, government support for the enforcement of laws, An environment of zero tolerance for bad cops, including bad cop supervisors.
Make being a law enforcement professional as important as being the City Councilman. Get rid of politician police chiefs and only allow the position to be filled from within the ranks. Lastly, understand that only 1% or at worst 2% of cops will be dirty or corrupt. Most of the others respect the badge they wear. The press always likes to play up the few to malign the rest.

Here in our country, the United States of America, the so-called dirty and corrupt cops are very negligible in numbers compared to those who are honest and dedicated to their duties. I say, one in a million. And to that one rotten member, there is no incentive that can make him change his ways. The best thing to do is to get rid of him as soon as possible.

Fire all the cops and remove the potential for corruption by higher paychecks and stringent background checks. You would also have to eliminate corruption from the top down for the best results.

I believe that it can be. We need to impose tougher punishments. Then we should have all police take a psychiatric test to make sure that all the police officers are sane. The last thing we want is to have corrupted insane cops killing their famlies.

untill your ready to give up your privacy you cant. but police wearing video cameras on them recording everything they do/see would help...but that would not be "cost effective"
