I don't know the origin though I suspect it was a shepard. The phrase refers to the lambs being led to slaughter. They are blissfully unaware (ignorant or innocent) of the coming event, so they follow quietly to thier demise.

Umm it was a book. Did you even see the movie?
It refers to the Carise Starling trying to silence the sound of the lambs screaming as they die, she ran away because she couldn't handle the sound. Silence of the Lambs is from the book/movie, and is really only in reference to that. I guess you could say when you are trying to get away from someone or something that you are trying to silence your own lambs.

The biblical connotation of "lambs of God" is suggested in the title too, I think. As wmsterling pointed out, the lambs are innocent but lead to slaughter. In the case of Hannibal Lecter (sp?) it's the inncocent human lambs that are slaughtered.

yeah it does, Clarice tried to save a lamb from slaughter when she was a child, to no avail, she still has nightmares of lambs screaming, she became an FBI agent as part of her quest to end her nightmares, to silence the screaming of the lambs in her nightmares
