Well, is she is like most teenagers she hasnt been shy about letting you know what she wants. You don't mention if she is a friend or if you are a relative so some of this might not apply.
My mother always let me choose the menu for dinner for my birthday. (I always picked homemade pizza). This made the day so much more special.
So maybe take them out to their favorite restaurant.
If they play video games, maybe a game they have wanted.
An accessory for a cell phone if they have one.
A gift certificate to a music store for their favorite music (even if you are mom and don't like their music)

Perhaps a gift card to her favorite clothing store, a dvd, or a new CD... Perhaps a girl's night out, a pampering with manicures, pedicures and maybe getting hisr done type thing. if her firend get involved everyone could make it a group outing. This way she's with her friends as well.. Just some ideas. Hope they help.

get her a gift certificate to her favorite place, or just take her shopping. we have a friends daughter that we have known sense she was 2, shes now 15. insted of getting he gifts for her birthday and Christmas, i put a note in a Small box, inside a bigger box. that says good for one trip to the mall to get ur present and spend the day away from ur parents.

Most kids her age seem to want an ipod. Is she into video games? maybe a new game or dvds. other wise money is always a good gift so she can buy what she wants.

An iPod. I would suggest the gift certificate and money option. Or you can get her one of those credit cards that has a limit.

If you have a libby lu in your area, that would be fun to get her a gift certificate from there. They do your hair & there is so many cute things in their store too, like clothes, shoes, hats & glitter stuff.

Gift Cards!! Or I bought my daughter a book that tought her how to make friendship bracelets and the string to make them at Christmas and she still uses it all of the time.
