So cute!! My kitty did this when he was a kitten. (Actually, they both still follow me if I leave the room too long- they want to be with their human). They play with the toys when the humans aren't around to dote on them. :)
As for annoying the older cat, mine did that too. There's a couple reasons - one, kittens learn to hunt and fight with their litter mates and mom, so your older cat is filling that role. Also, I call it the "sibling syndrome" - they are establishing the relationship that will allow them to live together in harmony - boundaries, etc.

It's perfectly normal and adorable, and means he's very happy in his home!!! He's also burning off energy and quickly heading toward the "teenager" phase. Cats love to get reactions from their owners. Since he gets positive attention when he does this, not to mention making his humans laugh, he may do this forever (if you're lucky!!)
He loves his people, and considers you among his littermates, so feel ever so privileged!!! =)

He's just being a kitten. He is also getting attention for his actions, so he is continuing to chase people. If you think that's odd, my two kittens think my 3 year old male pekepoo is their mom and try to nurse off him! He just licks them and lets them do it.

lol dats adorable... my 5 month kittty does the same thing!! its totally normal so u have nothing to worry about. once, i was running around the house and she totally tried to 'pounce'on me.i was so scared i'll step on her. ur kitten juss wants to play with you. he luvs getting attention from u. he considers u his bestest friend. kittys like to play with their humans. its good excersise.

about at 6 or 7 months i'll stop
but give it a big mouse, buy the ones at pet smart the ones that squeak. its llike 5 bucks. but i heard its worth it and the cat well chase that. lol
and i would love if hte cat chased me.

He's hoping you have a string with which you'll play with him.
We have a feral cat that's like that -- wild, but loves to play with string so much he'll follow me around hoping I'll get one out for him.
