Please don't listen to Trish or others who advocate letting your cat go outdoors. That only hides the problem from you since you will have no way to monitor the success of any intervention you try.
Also, you will be exposing your beloved cat to possible death from FIV, Feline Leukemia, neighborhood dogs or bullies as well as the very real possibility that she could get hit by a car.
The average life expectancy of indoor/outdoor cats is 1/4 that of indoor only cats.
If you MUST let your cat outdoors, you can build an inexpensive "cat porch" out of chicken wire and PVC pipe or 2x4s. Be sure to give it a roof (at least of wire) and add a cat door so she can come in and out at will. Remember, though that this only covers up the fact that there is a problem. You really want to find out what that is and how to cure it.
As for actually fixing the problem, I'd recommend you see a vet that specializes in cats. Usually there is a reason your cats won't pee in the box. Maybe you aren't keeping it clean enough, or maybe there is some psychological reason for it. Maybe there is a health problem your vet hasn't found yet.
I know my dog had urinary incontinence from a hormone imbalance many years following her spay. I've never heard of that with cats, but you could ask your vet about it.

Maybe your cat doesnt like litter. There are other things like feline pine of you can use shredded newspaper in the box. Try getting ANOTHER litter box. Tidy cats recommends 1 per cat plus 1 per household.. say you have 1 cat you need 2 litter boxes, 3 cats 4 litter boxes. I have 2 cats with 2 litter boxes, they use 1 for mostly pooping and the other for their other business. If you live in a apartment or house that was owned before then there might be traces of another animals scent still in certain spots and your cat is just continually marking her territory. Another great investment may be a self cleaning litter boxes some cats are VERY fussy about using a very clean litter box only! You wouldnt pee in a toilet filled with poop, so dont expect your cat to want to either. Good luck!

OK, I'm a vet tech (animal nurse), there are a few reasons for this...
1-she can have a UTI (urinary tract infection), take a urine sample to your vet to be tested
2-diabetes (also can show up on urine test)
3-behavioral, ask vet about Prozac, yes animals take Prozac
4-litter box is dirty, some cats need a perfectly clean box
5-doesn't like litter
Don't feel bad, my cat poops in my bathroom daily, and pees in my sinks.....My other cats pick on her so she "gets back at them" by going potty elsewhere....
I need to find her a home where she is an only cat...sadly!

Maybe you should clean the litter box more often. Cats will not use smelly litter boxes so it could be that after it poops the box smells bad so it won't pee in it.

try pooping on the floor while the dog watches.
Then it should do it too and your problem is solved.
