Nato already has a military hierarchy. No country leads the way when it comes to a NATO deployment.
As I understand it, the former Commandant of the USMC, General James Jones recently stepped down from the post of NATO Commander. As you can see, NATO seeks out the creme de la creme when it comes to military leadership.

Turkey is most obvious choice, but NATO is not known for
the right choices, always.
