February may be a little rainy, windy, cold, and dreary. But then again, it may be beautiful. October/November are the perfect weather, beautiful water/sky months. I think the jetties or light house areas would be pretty. Check resort wear shops. they make wedding swim suits with veils and everything (very expensive). A lovely gauze Mexican dress would be pretty, too.....something with embroidery. Mexico is only a 1/2 hour away for shopping, but you must know that already. Go barefoot so you can walk good in the sand. You don't wanna look clumsy. Wear a crown of flowers. Don't wear your hair down or you will be fooling with your hair the whole time. Also remember, the sun rises over the water and sets on the back side of the Island. Think how you want your back ground. Any color dress you like is fine. Showers of blessings to you!

I'm from Texas, Houston to be exact. I know where South Padre is, and typically it will be in the mid 60s. For a wedding at South Padre, I would wait until late spring.
