Go to PetSmart and get an outdoor cat repellant. You have to spray it just about every day, but after a few days the cat should learn not to go near the area and will find something else to pee on.

Cats have a natural aversion to anything citrus. I've found that spraying mild cleaners or air fresheners with a strong orange scent keeps my own kitties away from the desired area.

kill the freakin cat or just put a substance that will keep it away forever. trust me, ive chased a lot of cats and even scared them a lot, but it keeps them away and knows it cant do it again.

clean it with bleach. If the cat smells his scent there he will do it again. He is marking his territory.
