Because God loves all of his children. I think people are atheists because of all the terrible stuff that is going on in the world today, or in their own personal lives. But you have to remember that God gave everyone a free will, and he promised not to intervene in the world. Everytime something goes wrong in someones life, the first person they turn to is God... either to blame or for support and comfort. Also, what do you think an Athesist would do if he or she were just about to take their last breath? What would they do if their child became terminally ill? THEY WOULD PRAY TO GOD.
I want you to TRULY imagine this senario: You go to your yearly doctors appointment, and through routine bloodwork it's discovered that something is terribly wrong and you only have 3 months to live. Are you going to continue to be an atheist, or are you going to wonder about what comes after this life? What happens to your soul? An atheist would beleive that there is no life after death.... but how are they so sure? How are you so sure? What if you are wrong? Then what? I'm not saying that I'm some major holy roller, but after years of being an athesit myself I'm starting to re-evaluate things. I've imagined that same doctor scenario myself. Have you ever taken any science courses? Do you know that the temperature of the Earth is so perfectly balanced that 1 or 2 degrees difference could cause HUGE problems for us? Maybe even end life? Thats why global warming is such a big deal. And if you examine how nature takes care of itself, how plants and animals reproduce, how fires cause re-growth of a dying forest, and the MANY other marvels of this planet, how can ANYONE assume that ALL of these things are "accidental?" That there isn't some higher power who created all of these things? It's very hard to beleive that humans are the result of a microscopic amebia that evolved over millions of years, or that out of nowhere there was a huge explosion that resulted in the formation of our 9 planet solar system. And if that is how it all really went down, who's to say that it wasn't done by God? You know there are also a lot of religious people that DO beleive in evolution. Like me, they beleive that evolution is just another part of God's plan to ensure survival for all of his creations.
Life on earth passes in the blink of an eye, compared to the eternity of life after death.

How can God be with someone who doesn't believe He exists? The Scripture says, "For what communion hath light with darkness? What concord hath Christ with Belial?" You have to BELEIVE in every aspect of His existence and Word to be able to have commuinion with Him outside of the spiritual darkness that dominates an atheistic lifestyle. He's with them only in the sense that they have space to repent of their atheism but ONLY WHEN THEY BELIEVE AND OBEY!
