You should go to the store and get Mr. Clean magic erasers. They really work.

First you should get rid of the puppy - it's apparent you are not in control of the animal.
Then you SCRUB your wall with a good cleaner. I'd probably use **** N Span. Afterwards you may wish to repaint.
If you are going to have a dog you have to be the leader of the pack. That means discipline. No uncertainty for the animal. Every bad behavior, or any behavior you don't condone, is to be corrected. Any good behavior is to be rewarded. You are a drill sargent, not a mommy. If you behave like a drill sargent while the puppy is little, you'll end up with a great dog. If you try to mother it, you will end up with a monster. You need to stand over that puppy every minute of the day, monitoring every bit of behavior. Don't allow any behavior where the puppy dominates you - laying on the floor with the dog on top of you, humping your leg, or raising the right paw at you (a challenge to a dog.) All dominance must be yours. This is an absolute.
If you could only make the little devil clean the wall himself! Consequences for bad behavior are great for dogs.
Good luck.

10% bleach in water should be fine (careful of your carpet). I just really have to know how a puppy managed to get feces on the wall. I've seen raccoons finger paint cage walls with feces, but no other animals. Can you fill us in? It sounds like a good story.
I don't know that you're out of control, so hang onto the puppy. Of course you'll need to address the behavioral problem...
UPDATE: I like how you didn't elucidate on the feces smearing thing. Way to go, you ingrate. People offer you good advice and you don't bother to provide details. Communist stoodge.
