The temperature of the hot chocolate itself, is all that can burn your tongue.

All that hot chocolate contains is milk and chocolate. So unless she has a chocolate allergy, or an allergy to the preservatives in the mix she can add a little cold milk to the mix to reduce the temperature to something she can drink (or she can just blow on it and wait for it to cool).

only if you drink it right off of the stove...ask your mom to heat up some water and fill the cup halfway, than put the packet of hot cocoa in it and mix it up, then add cold water to fill the cup up.....thats how i make it for my daughters and it turns out perfect everytime.
