I have fleas something awful and I need to use foggers, but I live in a two family house. I'm afraid that the fogger stuff will travel to the second floor. My friend who lives upstairs is concerned because her dog has seizures. The Foggers are toxic and our house doesn't have the best insulation. What do you think?

have your friend up stairs take her dog out of the house for a week or so if she can or just leave the dog out side for the time you use the fogger

The fogger will leak upstairs.
Since the person upstairs is your friend, why not try to work out a time to where she can take her dog out of the house for the day so you can fog. Honestly, if you have fleas badly, they could even be on their way upstairs, so it might be best for you to set a couple off and your friend upstairs to set a couple, that way you'll get everything.
Also, be sure to treat your cat (probably her dog too) with Frontline or Advatage. This way with the fogger you're killing the stuff in your house, and the medication will get whatever's alive on your animal.
I live in an apartment complex, so foggers were no option for me. So I had to buy the house treatment spray and go around spraying everything in my house; floors (all), window seals, couch, bed, under and around bed, floor boards, etc. Mine is only a one bedroom apartment, and that was pain staking. So being in a larger apartment, I'd say to talk to your upstairs-friend and see if it can be arranged to get all the animals out and see if she could set of a fogger or two. (Be sure to offer to buy the fogger since it's your animal that brought the fleas.) If she's worried about the after-effects of the fogger, I'm sure her vet could tell her whether or not it would affect her dog.

The person upstairs should be given enough notice that she can take her dog somewhere else for a couple days while you fog your half of the house. The fleas could travel to her dog, too, so she should be glad for you to get rid of them. But in an old house, she and the dog should leave while you fog it.

may not be your solution. Check into a carpet treatment that you can keep contained to your area of the house

I would block the vents and ask her to take her dog to the park or something while you fog.
