In my opion, it means that there are certains laws that are breakable and others that aren't. Like would you kill someone who was trying to kill your family? Hard to answer.

No law is ever made to be broken. That would be about as stupid as anyone could possibly imagine.
When a law is made, the police might expect that some will break that law, but to say that it was made for the purpose of being broken is going too far.

Laws are not "made" to be broken. People choose to break the law, some for reasons that are understandable, others not!
I do think that when caught, they should be held accountable and then deal with the consequences. Saying that though, I would like everyone to have access to equally good or equally bad defense teams and in a court a law for only the evidence and circumstances for why the crime was committed to be taken into account! As it currently stands not every one is on the same playing field!

It means that, short of natural laws against murder and such, almost no law can encompass the whole of human behavior and be justly applied to every possible situation. Arguably, you can even be justified in killing under certain circumstances.

Of course they are made to be broken but you had better be ready to pay the price for doing so.

To me it means that some laws are out dated and archaic
and there for are less apt to be enforced.But they need to be off the books not just unenforced. ......
It also can mean to be a rebel, to think for ones self and to go against the accepted norm

Laws are made to keep troublemakers from doing stupid things. if laws were made to bebroken, then it would be stupid to have the laws anyway. however, having no laws would turn our country into basically and upside down merry-go-round...
