what are they for and why do they only have one tag.

Israeli dog tags are meant to be broken in half (that's what the dashes going across the middle are for). One half will be kept with the dead soldier, and the other half will be used for records. The hole in the bottom half is probably so that it can be slipped onto another chain if need be.

I do not know about the Isralie dog tags... but the american ones have, or used toin my day, notches so that one may be stuck between the teeth of a dead one and then the jaw forced shut to clamp it in place... that way if the body is not picked up for some time it can be identified... there were two tags. one was taken and turned in to report the death.
