Obviously, like in English, it's not a word you use with everyone as it can be seen as offensive even when it's used to mean something good, but between 2 friends it can be a compliment. In this case, it's a compliment, it literally means he's "f-ing awesome". Sometimes "chingon" will even be used as a nickname for people.

For example the concert was bien chingon, means the concert was cool, awesome.
